People who do not live in one place
but (e.g. in the dry climate of the Near East) move on seeking new pasture.
In areas where grazing is not lush a semi-nomadic lifestyle is common, so in the Judean hill-country, while rainfall and dew provides significant growth to the west, to the east of the summit line (e.g. around Tekoa) one must move the flock seasonally down the hills towards the dead sea.
